Is This Portland or Dallas?! What’s Happening Here?!

I left One City Center yesterday to get a Huevos Hamcheros across the street at the Works Cafe, that's when I came across this beaut of a car. I had to stop and take a picture of it. The funny thing was that I got some strange looks. Is me taking a picture of this car more bizarre than the car itself?! There has GOT to be some story here! If you know the owner of this car, please contact the WBLM Morning Show. I seriously want a ride and an explanation.
