WBLM Caption Contest, What Is This Mess?…

When I was at Bike Fest on the Pier in O.O.B. a couple weeks ago, I was so disturbed by this guy's attire that I took his picture. I approached him, asked where he is from, (Connecticut), and asked for an explanation. I could tell he wasn't a local and he most certainly isn't a biker, so what's with the outfit? I'll give you his explanation another time, right now I want you to come up with a clever caption and post it on our Fan Page!
